How India Is Helping Rwanda’s digital plans

The developing world has found its weapon in the war on poverty – the cellphone. Whether in India or Rwanda, the poor are connecting to the world through cellphones. And as Rwanda connects its people through miles and miles of fiber optic cable, India is playing a vital role – some 300 Rwandan students a year head to India to study in the Indian Institute of Technology (IIT), those hallowed halls of technical learning. They come back with knowledge of hardware, software and telecom to run and support their digital rush. (Sarah Lacy, Washington Post)
